Mission Statement
The mission of the Bartholomew County Sheriff's Reserve is to increase the level and quality of  services provided to the community without increasing taxpayer burden.


What is the Sheriff's Reserve?
The Sheriff's Reserve are part-time, volunteer Deputies appointed by the Sheriff to supplement the Bartholomew County Sheriff's Department.  Per Indiana State statute, Reserve Deputies have the same police powers, wear the same uniform, receive the same level of training and are expected to perform the same duties as full-time merit deputies.  Reserve deputies are unpaid professionals that serve at the will of the sheriff. 


History
Reserve Deputies, in one form or another, have been an integral part of local law enforcement since Bartholomew County and the Sheriff's Department was founded in 1821.  Reserve Deputies can trace their origins to the Sheriff's Posse of years long past. 

Whenever circumstances dictated the need for additional resources, the Sheriff would deputize citizens into a Posse - usually to assist in preserving the peace.  The Sheriff's Posse received no training, had a finite life and was disbanded once the special need was met. 

Law enforcement today is certainly different than during the era of the Sheriff's Posse.  However, today's sheriff still calls on citizens, as Reserve Deputies, to assist in meeting the law enforcement needs of Bartholomew County.  In contrast to the Sheriff's Posse, today's Reserve Deputies are highly trained citizens who gladly stand ready in volunteer service to the residents of Bartholomew County. 


Community Benefit
Reserve Deputies play a key role in preserving Bartholomew County's reputation as a peaceful, safe and enjoyable place to live.  All together, Reserve Deputies contribute more than 7,000 hours of community service each year.  Reserve Deputies allow the sheriff to provide additional services when and where needed, often on short notice.  Reserve Deputies save taxpayers an estimated $150,000 each year. 


Duties
Reserve Deputies perform the same duties as full-time deputies:

  • Patrol county roads in marked sheriff cars
  • Respond to accidents, medical emergencies and citizen complaints
  • Serve civil process court papers and criminal arrest warrants
  • Provide security for inmate visitation
  • Transport prisoners and provide prisoner security during hospital stays
  • Supplement the corrections officer jail staff as required
  • Provide security at special events
  • Provide additional resources during community emergencies 
  • Other duties as assigned by the Sheriff or his staff

Commitment to Excellence
Reserve Deputies make a personal commitment to excellence in service.  The commitment to excellence begins with the extensive training requirements each candidate must satisfy to receive police powers, to qualify for jail, court house and road patrol duty and to maintain active status.  Skills learned in training are then applied and honed while on duty under the supervision of field training officers.

Each Reserve Deputy contributes an average of 25 hours per month in performance of their assigned duties.  Special events and extraordinary circumstances occasionally demand additional hours.  Work schedules are published monthly and are developed with consideration given to each member’s work and personal circumstances.

In addition to assigned duties, each Reserve Deputy is required to complete 24 hours of Indiana Law Enforcement Academy (ILEA) coursework each year to keep their skill levels current and to maintain police powers.  All training is provided by the Bartholomew County Sheriff’s Department by ILEA certified instructors.  Training schedules are published monthly.  Mandatory training courses are offered on multiple days during both day and evening hours.  It is an individual’s responsibility to schedule and complete their training requirements.

Basic training requirements include:

  • 40 hour course on constitutional law, legal system and law enforcement methods (4 hours per week X 10 weeks)
  • Indiana Code training on civil and criminal law
  • Civil Rights
  • Defensive tactics
  • Weapons certification (handgun, shotgun, baton, chemical agent)
  • Radio communications and protocol
  • Traffic control
  • Hepatitis B vaccination series
  • Jail operation
  • Prisoner visitation security
  • Prisoner transport
  • Court services
  • Jail operation
  • Emergency vehicle operation certification (EVOC)
  • Vehicle traffic stop
  • Vehicle felony stop
  • Accident investigation
  • Criminal investigation
  • Evidence gathering & presevation
  • Report writing
  • Testifying in court
  • Driving while intoxicated (DWI) stop
  • 1 to 2 years internship under the supervision of field training officers
  • Human services
  • CPR certification

Individual Investment
There is an individual investment required of each Reserve Deputy.  Reserve Deputies must purchase and maintain their uniforms, duty weapon and other equipment.  The Sheriff's Department provides each reserve deputy with a police radio and covers the cost of required training, vaccinations and certifications. 
Initial individual investment can amount to as much as $1,600 - if new equipment is purchased.  Frequently, used equipment in good condition is available from members of the department. Maintenance costs typically amount to less than $200 per year in cleaning fees and replacement of worn equipment. 


Personal Benefits of Becoming a Reserve Deputy
Ask anyone who volunteers their time in service to the community why they do so, and you will almost always hear that it is the immense personal satisfaction the volunteer receives from helping people.  Likewise, Reserve Deputies experience a great deal of satisfaction from helping their fellow citizens. 

Additionally, Reserve Deputies benefit from continually acquiring and using new skills and making new acquaintances.  Reserve deputies regularly work along side the Columbus Police, Indiana State Police, town marshals, city and county fire departments and EMS personnel that make up Bartholomew County’s Emergency Services team.  Being a part of the action is certainly a part of the allure. 

Many past Reserve Deputies enjoyed their experiences so much that they pursued careers in law enforcement.  Many local law enforcement officers once served as Reserve Deputies.

Reserve Deputies serve at the will of the Sheriff.  Minimum requirements for membership consideration include 
  • US citizenship
  • Resident of Bartholomew County
  • At least 21 years of age
  • High school diploma or GED
  • Valid Indiana driver’s license
  • Registered voter
  • Pass department physical exam and controlled substance screen
  • Academic capability of completing coursework
  • Ability to work under stressful physical & mental conditions
  • Ability to follow directions and adhere to department procedures
  • Clean arrest record; no felony or misdemeanor convictions
  • Most importantly - a strong desire to make a difference!
