Responsibilities to the Public
The
obligation of the Surveyor's Office to the people of this county
is addressed in Indiana Code, Title 36, Article 2, Chapter 12,
Sections 1-15. The following is an outline of the responsibilities
centered around and within our office.
Section
corners
- Perpetuates
and maintains section corners as required by State Law.
- Maintains
Bench Mark data files
- Provides
horizontal base line data to land surveyors.
Surveying
- Maintains
files for "legal surveys" in the county, as required by State
Law.
- Prepares
land surveys at the request of the County Commissioners that
do not pertain to the County Subdivision Control Ordinance
- Surveys
right-of-way and control lines for new road and bridge construction
- Prepares
Administrative Subdivisions of newly acquired county road
right-of-way
- Provides
plats, topographic surveys and construction stakeout for County
Park Board
- Coordinates
with the Bartholomew County Prosecutor, the Bartholomew County
Sheriff's Department, and the City of Columbus Police Department
to determine the location of drug arrest with respect to school
grounds
- Certifies
that a new Alcoholic Beverage Permit is within one (1) mile
radius of a settlement or group of residences in the unincorporated
area that has been in existence for more than 10 years prior
to the Indiana Alcoholic Beverage Commission issuing the permit
in an unincorporated area, as required by State Law.
Drainage
- Ex officio
member of the County Drainage Board, as required by State
Law.
- Manages
the construction, reconstruction and maintenance of all County
Regulated (Legal) Drains for the County Drainage Board, as
required by State Law.
- Supervises
investments of the Regulated Drain Assessments
- Member
of the Flood Plain Technical Review Committee, Bartholomew
County Storm Water Drainage Committee and serves on two joint
Drainage Boards with potential to serve on two additional
joint Drainage Boards
- Investigates
alleged drainage obstructions petitioned for removal by property
owners, as required by State Law.
GIS
Mapping
- Checks
technical aspects (surveying) of plats filed with the Plan
Department; Maintains Auditor's Plat Books and handles all
technical land surveying issues concerning them
- Maintains
the Voter Precinct Maps, as required by State Law.
- GIS Mapping
Coordinator
- Maintains
annexation descriptions and dis-annexation descriptions for
each city and town and must certify to the State Election
Board the annexations and the census tracts involved, as required
by State Law.
Planning
- Member
of the County Subdivision Review Committee, Subdivision Regulations
Committee, the County Zoning Ordinance Review Committee, and
the County Plat Committee
- Member
of the County Plan Commission, as required by State Law.
- Prepares
all "Plats of Subdivision" of county land in accordance with
the County Subdivision Control Ordinance
- Liaison
to City of Columbus, Plan Commission by appointment of the
Bartholomew County Plan Commission.
Miscellaneous
- Manages
three budgets (Surveyor's, Drainage Board and Section Corner
Perpetuation Fund)
- Continually
called on by the public concerning: Land surveying in general;
Drainage in general; Property-deed description interpretation,
etc.; County subdivision control ordinance, survey requirements;
Types of maps available of the county and city; Alley and
right-of-way location.
- Document the location of all known burial sites in the county.
